Never seen this problem before, but the white lines could be to do with graphics card drivers, download the latest version for your card.
What version of XP are you running? (Home, Pro?)

it sound more like a hardware prob to me...

i'd try wiggling wires for a while

(just remember to unplug the power first, saving embarasing electrecution)

remember kids, build your own computers with parts you know (and hope) will work not cheap generic stuff, especially the evil beige everything

Sound like a problem with your monitor/graphic card. I'd say: check all the graphic settings and check your wires.

Also try a different screen.

no the screen is fine ill check the wires later and we have already been through the graphics card

Well the white lines definately sound like a hardware problem, hard drive problems won't effect the display.

The Program Running dialogue comes up on my sisters account, make sure you haven't got anything weird in your startup folder.

The dialogue box thing is meant to happen occaisonally for a security check, you can change this in control panel somewhere. It also comes up if you press ctrl+alt+delete at the "friendly" login screen.
