I use the smudge brush in paintshop pro but I'm sure Photoshop has the same type of tool

the smudge tool is good...

also: very handy is the clone stamp, which lets you copy small parts of the picture. If you use that with a small brush size, and set the opacity lower, you can make quite nice blurs :)

you can also use the mask function combined with different brushes and opacities. This is bit hard to explain. Use google to find a mask tutorial and try out different settings

There's a story behind this. (That's my head, by the way.)

I was chatting with some friends, and someone told a joke/chat-up line, a little risqué {requires actions};

Q: "What winks and makes love like a panther?"
A: {wink, make pawing action}

We got into chat after that, and someone happened to know that a male panther's, um, thingummy, has a barb on it, to apparently make sure that the female panther doesn't mate again. If you don't get it, don't ask.

Of course, everyone knows that when a female praying mantis mates, she then kills the male (possibly for the same reason?). So we came up with an alternative mantis chat-up line:

Q: What winks and makes love like a praying mantis?
A: {wink, stand in what looks like the crane position from Karate Kid}

We tried this chat up line in a club to the bar server. She wasn't too impressed. But I think it was because the light wasn't very good.
