So, you've seen the cool custom sprays that people throw around and you want one, well read on! I made my first one last week, and now I seem to be addicted!
What you will need:
1. An image editing package (PSP, Photoshop, etc)
2. A copy of Wally (get it HERE (http://www.atpn17.dsl.pipex.com/wally_155b.exe))
Step 1
The Image Itself
First off your going to need to know about what size of image you can use within CS.
The table below shows acceptable sizes:

These are the images sizes that your final image MUST be saved as.
As far as the resizing goes just use your brain, I.E. a 425*205 image is going to look best scaled down to 128*64 or even 144*80.
Don't forget that although an image looks small when we put it in CS it will be enlarged again by the game!
If you want to do a spray from scratch then I would advise choosing the image size in advance, multiplying the width and height by 4 and using that as your starting canvas.
Changing your image to a .wad file
The first step here is to save the image you want as a .bmp file.
The file does need to be a 24bit .bmp file for this to work.
Load up wally! (you got it before, right?)
Go to File > New and choose the following option
Linkage (http://www.atpn17.dsl.pipex.com/1.jpg)
Then click OK,
Leave that window for a moment and click File > Open and open the .bmp we just saved.
Right click on the image and select Copy.
Close the image
Right click on the tan background and choose Paste as new
Call the image anything you want at this stage
And you should now see the following:

Now this next step is important so listen up!
We need to change the colours slightly, so double click the thumbnail image
Then go to Colours > Edit Pallete..
You should see this:

(the pallete will be different for every image you use)
Select the very last colour square and change the colours on the left to read
Red : 0
Green : 0
Blue : 255
*IMPORTANT*
This is your transparent colour, and pixels that are this colour will be rendered as transparent by the HL engine
After doing this you may notice that some of the pixels on the picture have turned blue, don't worry, just select the second to last colour and clear them out. In Paint Shop Pro, the colour replacer tool does a good job of this.
Close the image and select Yes when prompted to save.
(the thumbnail may still have blue sections showing, don't worry these won't show up in game)
And finaly we select File > Save

Call the file "tempdecal" and save as a .wad in a place you can remember!
Close down Wally and your image editor and fire up windows explorer.
Copy the tempdecal.wad and paste it to your <DRIVE>:\Program Files\Steam\steamapps\your@emailaddress.com\Counte r-Strike\cstrike directory
Its also a good idea to write-protect this file else CS will over write it evey time you go into the options.
