You should go to the thread at the top of this section and check it out, you'll be scopped up right away and your adopter shall tell you all.

Basically it is when someone take you under their wing, so to speak, and teaches you the ways of the forums. What to do in certain situations, advice on making new threads, that sort of thing. If you need help with anything you can ask your adopter for help.

If you are looking for an adopter yourself, just post there, lots of people are willing to take you. I'll give you a hand if you want as I recently offered myself to adopt.
