Ok, First off no im not gonna be bitching about rates or anything of the sort. Its out there and it has to be dealt with.
The one thing i am gonna bitch about is our server. We really want to be able to set our server so that rates are capped at a certain level, say 15000 50 50. We've tried for hours, trawled through message boards and google but "rates" and "cs:s rates" brings up so much crap we cant find what were looking for. If anyone knows command lines to help us set this up it would be most appreciated.

sv_maxrate will set maximum server rate.
The other 2 are client side commands.
The only way I can think of enforcing these would be to use some plugin that allows you to send commands to clients and repeatedly set their cmd_rates etc. However this is not a good thing to be doing.

There is sv_maxupdaterate - Maximum updates per second that the server will allow
and also sv_minupdaterate

does that mean that sv_maxcmdrate would also work?
And if so, does this need to be pu in the config over ftp, or can it be run from the console in game? I havea feeling if its done from the console in game then itd need to be reset each time server restarts? such as a new map?

The rates I use at the moment are 14999 70 70.
They work best on my beast of a connection, a whopping 750k :p

I've given up playing with rates as it seems to make no difference. It appears the servers I play on (certainly all the league ones do as well) force their own rates anyway.

I've got my rates set at 20k 101 101 and it's shaved a full 10ms off my ping, which, as much as people argue about it, can make a difference between a kill and a death.

I disagree, i feel that it makes quite a big difference. Thats why we want to enforce it on our server. As we do play in a league its infuriating when your warming up 5 minutes before hitting headshots left right and centre, start the match and cant hit jack because they have rates like 9999 20 30
On the plus, it looks like it can be enforced with an event script used with the mani mod admin plugin. Alls we gotta do is find out how to use em, and what the code is.

I meant I've stopped putting rates in my autoexec.cfg because all the servers I play on enforce their own. Every server should do it so everyone is one a level playing field with response time anyway.

I change mine according to gun and how nasty I'm feeling :P for public (adjust according to server reg):
Colt/AK - Rate 17000 cl_cmdrate 70 cl_updaterate 60 sys_ticrate 100
MP5 - Rate 25000 cl_cmdrate 101 cl_updaterate 101 sys_ticrate 90
AWP/Deagle - Rate 12000 cl_cmdrate 30 cl_updaterate 30 sys_ticrate 150 (Or whatever the minrates cap me at...I'm a bad person :()
USP: Rate 20000 cl_cmdrate 101 cl_updaterate 101 sys_ticrate 200
who misses 1.5 where rates didn't matter :(.
Oh and zweee, you can check people's rates and tell them to change them or face a kick
rcon user [usernumber]
will tell you their rate and updaterate.
