How do I delete internet history completely? registry included.

to easily get rid of everything but the registry for IE, look for a program called IE Privacy Keeper. It's not great (it can be very slow), but at least it works thoroughly. There is an option to delete custom registry keys/values but you need to know their names in order to have the program safely delete them when they appear.

I just need to know how to go into the registry safely and delete everything from my internet history and cookies.

It's the law, "into the registry" and "safely" never ever appear in the same sentence. Google for a privacy program which will do the job for you, or use one suggested above. However, don't ever consider using the programs that appear in pop-ups and other spam. History-wise, as has been said in a previous post, it fundamentally depends on your browser.
In Mozilla, go Edit > Preferences... and click on the History submenu.
In Firefox, click Tools > Options followed by Privacy and click on all the Clear buttons to your hearts content.
In IE, go Tools > Options and look for your appropriate buttons.
Have fun clearing your porn/al-qaeda/tubgirl/warez sites.
