Try google, or better yet, SourceForge.
Otherwise, you might want to check there's nothing connected to your TV-out port. Most DVD's are protected with Macrovision technology these ways which lock the decoder out if there's a device capable of recording connected to the computer.
Failing that, disable the TV-out function on your graphics card, or download earlier drivers.

It'll be on your graphics card; it can vary from card to card, but it may look like a circular port, or maybe even a PS/2 lookalike port. Have a fiddle in your display properties to see if you can disable it.

Okay, don't you mean codecs for wmp?
first off, get WMP 10. that is the most up to date and least bugfilled yet:
http://www.microsoft.com/windows/windowsmedia/download/AllDownloads.aspx?displang=en&qstechnology=
Then, test to see if that works, and if it doesnt, give us a screenshot of the error.
I personally used cyberlink (i have 2 copies due to two dvd drives \o/) but if wmp is your only solution then you may as well use it.
If you want to disable your video out, it will usually be a yellow plug on the back of your graphics card.
To disable, it depends on the card make, and age.
For ATI (may be similar for nvidia)
On desktop:
Right click > properties > settings tab > advanced > displays
You will see a couple of things there to disable/enable it.

Why mess about that much when you can simply download VLC: http://www.videolan.org/vlc/
Not only will it play DVD's, it makes DVD playing region free.

Whereas it's a good bit of kit, it only gets around the problem, rather than solve it. Like the usual "use firefox" posts :D

I was tempted, but to be fair - Firefox doesn't play DVD's at all ....
How about this (http://drivers.soft32.com/driver/download-ATI_DVD_Decoder-24075.html) then? Assuming of course it's an ATI card you have.
