Personally, the best way to learn it is to use a WYSIWYG editor (Frontpage, Dreamweaver) and alternate between WYSIWYG and code views.
Otherwise, the W3Schools (http://www.w3schools.com/) and Webmonkey (http://www.webmonkey.com) are 2 very good resources.

I have Dreamweaver. But I like to hand-code all of my sites.

try http://www.htmlgoodies.com
and when your a proficient HTMLer try http://www.php.net ;)
Tis illegal but go to file, save as. Then you can tweak it and put new text and images ect on it as your own.
(Words of advice: only do it to non copywrited sites)

The best site i've found in my years of scouring the interweb is:
www.echoecho.com (http://www.echoecho.com)
It has tutorials on HTML, CSS, Javascript and DHTML, and various bits on other programming. It also has a forum if you need advice.

Ok, i know it might seem a bit boring and not of the norm, but try a few books from your local library.
I used the net when i was learning, to find codes or scripts i needed. not for learning how to write it,
I learned though books. i don't like learning html on sites. costs too much ;)

I always find that I either buy a For Dummies book when learning new computer languages. Or jump straight to a Bible book. (FMHS bless my Javascript and PHP bibles)
They're always handy for learning new stuff and make great resource books for after the fact.
And if you're just learning HTML, then try and find stuff on XHTML which has superceded HTML as the W3Cs language of choice.
/me wanders off to brush up on his XHTML skills
